 However, based on the statistics, Russia was not the main export country of rebar in Europe. Although Russian rebar exported to Europe reached around 300,000 tons during January to November 2017, Turkey sill ranked first with the largest exported rebar of 400,000 tons. 

 Therefore, some market participants thought that the anti-dumping investigation against Russian rebar was hard to be implemented due to European decreasing imports of rebar.
