According to Mining News Pro -On 18 Oct’18, Indian government officially notified imposition of anti-dumping duty on imports of alloy bars and rods from China for the period of five years.

The duty ranges from USD 44.89 to USD 185.51 per tonne varying for different producers and exporters.

Anti Dumping Duty Notification on Straight Length Bars & Rods From China

On 5 Sep’18, India’s anti-dumping body DGAD (Directorate General of Anti-Dumping and Allied Duties) had recommended imposition of definitive Anti-Dumping Duty (ADD) on the imports of “Straight Length Bars & Rods of Alloy Steel” coming from China and yesterday the Indian government (Department of Revenue) announced its final decision.

Last year in September, JSW Steel Ltd, Sunflag Iron & Steel Co, Usha Martin, Gerdau Steel India, Vardhman Special Steels and Jayaswal Neco Industries Ltd had jointly filed an application before DGTR (Directorate General of Trade Remedies) for initiation of investigations and levying of anti-dumping duties on some steel products.

In its anti-dumping investigation, the DGTR stated that dumped imports of `straight length bars and rods of alloy steel` from China have increased in absolute terms during the period of probe (2016-17).

The product under consideration (PUC) is classified under Tariff item 7228 of the Custom Tariff Act, 1975. These products find their end use application in various sectors including automobiles, auto components, engineering, construction, railways, shipbuilding and machinery to name a few.

Few exceptions

The ADD imposed on the subject goods (PUC) ranges from USD 44.89 to USD 185.51/MT. However, in case of forged bars and tool & die steel (other than grades of tool & die steel excluded from the scope of PUC) no anti-dumping duty will be imposed if the subject goods landed cost of imports exceed USD 659.91/MT. But if the landed value of forged bars and tool & die steel (other than grades of tool & die steel excluded from the scope of PUC) is lower than USD 659.91/MT, then the then the difference between such landed value and USD 659.91/MT shall be payable as anti-dumping duty.

The products excluded the following the ADD:

1. Bars and rods in irregularly wound coils;
2. High Speed Steel i.e. alloy steels containing, with or without other elements, at least two of the three elements namely Molybdenum (Mo), Tungsten (W) and Vanadium (V) with a combined content by weight of 7% or more, 0.6% of more of Carbon and 3% to 6% of Chromium
3. Tool and Die Steel: This category covers steel having either of the following three combinations:

i) Carbon >= 0.50% along with Chromium >= 1.0% in combination
of any of the following elements:
(a) Nickel >= 1.0%
(b) Molybdenum >= 0.2%
(c) Vanadium >= 0.2%

ii) Carbon >= 0.30% in combination with Tungsten >= 0.40%

iii) Carbon >= 0.30% along with Manganese >=1.0 % and
Chromium >= 1.0% in combination of any of the following elements:
(a) Nickel >= 1.0%
(b) Molybdenum >= 0.2%
(c) Vanadium >= 0.2%

4. Hollow drill bars and rods;
5. Bars and rods electroplated with chrome;
6. Reinforcement Bars having ribs / grooves / indentations, used for concrete reinforcement; 7
7. Stainless Steel bars; viii. Hot-rolled round bars exceeding diameter 210mm
